The Faculty of Political Science of Baghdad University discussed the doctoral thesis tagged “The multiplicity of security decision-making centers and their impact on Iraqi national security after 2003” by the student “Ala ‘abeez Radi.”The thesis explained that security decision-making is different from other kinds of decisions, due to the area it targets and the extent to which it affects one’s life first. The relationship between him and the Authority is second. On the basis of what is taken, there is a balance between the parties, which requires great importance by the Authority and the pursuit of an effective set of theories and constructive methods in order to achieve the objective of its adoption, which is aimed at achieving security and addressing the security problems of the State.
That importance varies from time to time, a normal situation. What the state suffers in the period of crises, wars, emergencies and exposure to an enemy is not the same in the period of peace and stability. Therefore, states differ in that matter in terms of procedures, methods, theories and methods depending on the type and form of the political system and the individual’s relationship with power and other factors governing the quality of the security decision taken.
So security decision-making methods have multiplied between a participatory democracy and a dictatorship. In line with the vision of the authority and the decision-maker and the quality of the security problem to be addressed, As most countries tend to organize them precisely because they directly affect their national security, Through constitutional and legal legislation and administrative procedures, I have tried to inform this process and make it uniform and with specific objectives that are far from inclusive and fragmented and work on the same goal.
The authorities and authorities responsible for it have committed themselves to cooperating and coordinating among themselves, but their national security is threatened at any time.
