College of Political Sciences at the University of Baghdad witnessed on Sunday, 26th of April,2026 the discussion Hall of a Ph.D thesis entitled “International Employment in Humanitarian Intervening During Armed Conflicts: Selective Samples” introduced by the student “Sura Raad Khalil Khmass” , the discussion took pace in Al-Huria Hall, with the attendance of a specialist scientific committee consisted of the Professors of International Studies Department.
The Thesis consisted of four chapters, spotlighting the humanitarian intervention in armed conflicts from the perspective of realistic strategic simulation, and explaining how the humanitarian intervention shifted from a moral principle to an instrument with logistical goals used to breach countries’ sovereignty. It also focused on the role of the USA and Russia in employing the international conflicts –especially in Darfur, Libya , Ukraine ,and Georgia as fields to reshape the balance of global forces .
The study concluded that the humanitarian intervention became an instrument related to the interests of higher global forces, shaped by two forms: the first, presented by the Americans, employs the intervention to change political regimes, as in Libya, and the second one is the soft containment, to control the crisis, as in Darfur. The second form presented by Russia, which took the shape of a competition perspective justified by humanitarian reasons to protect national security and limit Atlantic expansion, as in Ukraine and Georgia .
