The College of Political Science at the University of Baghdad held, on Wednesday, September 9, 2026, a discussion of the Master’s thesis submitted by postgraduate student Namarq Ali Lazim, entitled “The Role of Strategic Management in Enhancing Local Governance Capacities – Iraq after 2014.” The discussion was held in the Dr. Jihad Al-Hassani Hall at the College.
The thesis consisted of three chapters. It examined strategic management as an integrated approach based on long-term planning, future-oriented thinking, and the identification of goals and priorities. It also addressed the role of local governance in enhancing the efficiency and effectiveness of public administration, particularly in light of the challenges faced by Iraq after 2014.
The study sought to demonstrate the role of strategic management in developing the performance of local governance institutions amid the political, security, economic, and health challenges experienced by the Iraqi provinces, as well as the resulting security, humanitarian, and service-related repercussions, particularly waves of displacement, the destruction of infrastructure, and the decline in the level of public services.
The study concluded that strategic management represents a pivotal tool for enhancing the capacities of local governance through improving planning, developing implementation and monitoring mechanisms, and increasing the efficiency of local institutions in dealing with crises and changing circumstances. This contributes to supporting stability and strengthening the foundations of national security, particularly within the framework of the National Security Strategy concerning the promotion of internal stability and institution-building.

The thesis reflects the College’s interest in developing the performance of local governance institutions and strengthening their capacity to respond to challenges and crises, thereby supporting the efficiency of public administration and contributing to consolidating stability at the local level.
At the conclusion of the discussion, and after fulfilling the requirements of the academic examination, the thesis was approved with a Very Good grade.
