Dean of the College of Political Science at the University of Baghdad Delivers a Lecture on Risk Management and Decision Making at the Leaders Training and Qualification Institute* Assistant Professor Dr. Adel Abdul Hamza Al-Bedewi, Dean of the College of Political Science at the University of Baghdad, delivered his weekly lecture entitled “Risk Management and Decision Making” at the Leaders Training and Qualification Institute/General Secretariat of the Council of Ministers. This lecture is part of efforts to enhance the capabilities of government leaders and trainees in dealing with complex work environments and making sound decisions. Dr. Al-Bedewi pointed out that state management in an environment characterized by complexity, volatility, and uncertainty is no longer limited to planning and implementing policies. Rather, it requires advanced capabilities in anticipating and mitigating risks, understanding and analyzing threat dynamics, and making sound decisions in changing contexts. This requires instilling a culture of risk assessment and management and building sustainable institutional capabilities that ensure strategic visions are transformed into practical, implementable decisions. The lecture focused on four main themes: First: Methodologies for anticipating risks through early warning, scenario assessment, and matrix building. Second: Threat analysis by understanding dynamics and setting priorities. Third: Rational decision-making using decision support tools in complex and changing environments. Finally: Risk governance through integrating institutional roles and enhancing preparedness and response. This lecture is part of the College of Political Science’s ongoing efforts to provide participants with the practical skills and strategic knowledge that enable them to assess and manage risks, and make rational decisions in complex and volatile government work environments.
