Human Resources Division

The Human Resources Department aims to help the department achieve success through its employees, which leads to increasing the department’s effectiveness, which is the goal that human resources seeks and seeks to achieve through efficiency, effectiveness, homogeneity, and the development and enhancement of employees’ skills. Its work tasks are determined on the basis of units, and the unit manager and employees are responsible for the work of their units according to the division’s structure.

-Staffing Unit: Responsible for everything related to staffing matters for all college members, preparing a database and updating it periodically, and sending monthly reports to the university in this regard.

-Retirement Unit: Responsible for following up on the ages of all college members and preparing a database in this regard. In the event that the member is referred to retirement, it prepares a service book for the member and contacts the university about this and issues an administrative order to refer the member to retirement.

-Outgoing and Incoming Unit: Responsible for the delivery and preservation of mail after taking a copy of it and preparing an incoming register for the purpose of preserving mail and distributing it to the college departments according to the affiliation and after marginalizing it by the dean or assistant, then the answers are issued in an outgoing register designated for that purpose and all administrative orders and related books where they are exported and preserved in special records and providing the files unit with books and orders related to the affiliates for the purpose of preserving them.

– Files and Electronic Archiving Unit: This unit is responsible for preserving files and the confidentiality of their contents. It is responsible for indexing and archiving files on CDs to preserve their contents from damage and numbering the contents of the file from the first copy to the last copy in the file as well as numbering the files according to the alphabet for ease and speed of referring to the file.

Electronic Fingerprint Unit:. This unit prepares attendance and departure reports for the college’s employees and submits these reports to the administrative assistant and to the dean of the college on a daily basis according to the applicable times and records employee absences, if any.

Studies and Planning Division

This department contributes to setting the college’s strategic plans and annual plans, as well as creating scientific branches, units and divisions in line with the labor market, setting plans to accept students in morning, evening and postgraduate studies, setting the college’s organizational structure and the college’s need for faculty and staff, setting a comprehensive database for affiliates and students, and the need for affiliates to take courses to develop their administrative capabilities, as well as setting an advanced program to contribute to serving the community.

Quality Assurance and University Performance Division

This Department is concerned with the following tasks:

– Representing the college within the university with quality.

– Disseminating the culture of quality in the college departments.

– Proposing the formation of committees and work teams necessary to implement the goals and activities of quality in the college.

– Developing plans to implement quality programs in the college departments.

– Developing guidelines and methods for applying quality and accreditation and the rules governing their work and developing the necessary guidelines for self-evaluation processes implemented by the college.

– Involving employees in theoretical and practical courses and participating in seminars and conferences related to quality assurance and performance evaluation.

– Providing assurance that the program and educational processes in the college are completed in accordance with the legal requirements, regulations and instructions for that certificate or license at the local level.

– Coordinating with all college departments to record data related to the evaluation files, which include the following files: the senior leadership performance evaluation file, the faculty performance evaluation file, the employee performance evaluation file, the university performance file, and any future files, and verifying the accuracy of the data contained therein, unifying it, and returning it to the quality assurance and accreditation departments at the university within the previously specified times.

– Completing and sending the completed evaluation files to the Quality Assurance Department at the University Presidency.

– Maintaining and updating the database for each of the evaluation files, continuous and periodic updating, and submitting reports and proposals on any developments related to developing the structure of the evaluation files and what is necessary to carry out its duties in the most complete manner to the Quality Assurance and Accreditation Department at the University Presidency.

– Working on building an integrated system for continuous self-evaluation of all the college’s work and operations.

– Analyzing information using scientific methods appropriate to the college departments and extracting final results and statistics, including benefiting from writing reports related to quality and performance.

– Follow up on the implementation of the approved quality system in the college departments by conducting audit tours and periodic evaluation, identifying cases of non-conformity and submitting complaints to close them by proposing corrective actions and following up on the effectiveness of their performance.

– Follow up on the extent of the college departments’ commitment to quality standards and submitting reports to the college council and then submitting them to the university.

Accounts Division

This Department is concerned with accurately managing public money, preserving it, and working to implement all the college’s needs for development and advancement of the educational process in the best possible way through:

– Providing the necessary data for financial control and preserving property from loss, manipulation, and embezzlement.

– Estimating the annual budget and preparing financial reports on spending priorities in light of the allocation and available liquidity.

– Motivating and guiding employees to achieve goals, follow up on performance, and find weaknesses and eliminate them if any.

– Placing the right employee in the right place.

– Follow up on financial matters periodically with the university presidency, banks, and the State Employees Retirement Fund

The Control and Auditing Division

It examines the daily register, the daily cash register, and all accounting and financial operations before and after disbursement by verifying the accuracy of the information provided for each of the registration and disbursement documents and ensuring the accuracy of their verification, calculating the tax in some cases for our college accounts, auditing the input and output documents with the warehouse records, auditing the salary records and comparing them with the orders issued for appointment, allowances, and referral to retirement, and reviewing the records of the college library, where it is verified that they adhere to the periods for lending books to professors and students and imposing fines on those who are late

Registration and Student Affairs Division

This department is concerned with undergraduate students, starting from their acceptance into the study and organizing matters related to it until their graduation from the college and providing them with graduation documents and the validity of their issuance

Graduate Student Affairs Division

This department is concerned with graduate students (masters and doctorate) from the time of their acceptance to study until their graduation from the college and providing them with graduation documents and the validity of their issuance

Library Division

The Library of the College of Political Science was established with the establishment of the college. The library is the interface for any academic institution, as it serves beneficiaries from undergraduate and graduate students, lecturers, and other researchers from other colleges. The library collection includes books, references, periodicals, master’s theses, and doctoral dissertations. The library contains a group of books that are compatible with the college’s specializations, which primarily serve undergraduate and graduate students

Follow-up Division

This department provides the necessary protection within the college and issues entry badges for automobile belonging to faculty members, employees and students

Services Division

This Department follows up on services related to the buildings, college corridors, and classrooms, in terms of cleaning and organizing the gardens, corridors, college furniture, and the electrical system and its maintenance.

Administrative Units

The Dean's and Secret Office Unit

It is administratively linked to the Dean of the College and is responsible for the following tasks and duties:

-Organizing the office work and internal and external regular reviews.

-Following up on internal and external orders and notifying the college units of issued orders.

-Issuing secret administrative books and orders related to the affairs of the College.

-Following up on incoming and outgoing books and answering related books.

-Following up on secret committees formed within the College.

-Printing official books and implementing the directives of the Honorable Dean.

-Distributing the mail of the Secret Office, each according to his/her authority.

-Preserving and copying the secret archive.

-Following up on urgent secret books related to the Dean within the office.

– Preparing minutes of the Deans’ Committee sessions and preserving the priorities of the session held.

– Organizing examination committees and preparatory committees for conferences and their work and mechanisms for cooperation and coordination with government agencies

-Following up on the minutes of the College Council for morning and evening studies and keeping the priorities of the sessions held.

– Follow up on the date of the University Council meeting, inform the Dean of attendance, and keep the minutes and agenda of the sessions held.

– Electronic archive (scanner) for incoming and outgoing books

Information Technology Unit

The Information Technology Unit is administratively linked to the Dean of the College and its tasks include:

1- Managing the college’s official website in both languages ​​(Arabic, English)

2- Managing the college’s official page on the (Linked In) website

3- Managing the college’s official email and creating emails for College members, employees, students, and the college’s departments and units

4- Managing the scientific activities website (conferences, seminars, courses, workshops, discussion groups)

5- Providing Internet service to all departments and administrative units in the College

Media and Public Relations Unit

This unit is concerned with documenting all the college’s activities, including conferences, seminars, courses, and workshops, and organizing all visits. It manages the college’s official page on Facebook and the college’s YouTube channel.

Scientific Affairs Unit

This unit is concerned with the following:

– Editing books and letters related to scientific conferences, seminars, and research plans, collecting them and coordinating them with scientific departments, following up on answers and the final date for evaluation.

– Following up on scientific journals with the required integrity by the university and the instructions related to publishing and including them in the minutes of the college council and the university’s approval of them.

– Following up on innovations related to scientific curricula.

– Following up on the work mechanisms of each of (scientific sabbatical, experienced professor, mechanisms for scientific cooperation with universities and scientific institutions, statistics for measuring scientific research and development, the academic presentation of the educational, cultural, scientific and educational reality).

– Implementing designs related to the instructions and directives received from the Scientific Affairs Department

Scientific Journal Unit

This unit is concerned with organizing the college’s scientific journal and managing its website. It is a peer-reviewed and pioneering scientific journal in the field of political science knowledge and one of the first scientific journals in the Arab region. Its research is concerned with studying scientific phenomena in the field of political science. The scientific journal has obtained an impact factor of

The Academic Promotions Unit

The Academic Promotions Unit at the college works on promoting the transactions of college members for promotion to academic titles (assistant instructor, instructor, assistant professor, full professor) and referring them to the central academic promotions committee at the university presidency. A committee formed of holders of the academic title (assistant professor {phd}, professor) works on promotions, and the committee is headed by Professor Dr. Haleh Khalid Hameed .

Continuos Education Unit

This unit is concerned with holding training courses for college members, as well as developing plans for seminars, conferences and workshops held at the college

Citizens Affairs Unit

Administratively linked to the Dean’s Office, it is responsible for all matters related to citizens’ requests and complaints (visitors – students – college – employees)

The unit performs the following tasks:

●Receiving citizens and receiving their complaints or requests by filling out a special form for the unit presenting it to the Dean and taking the necessary action according to the directives.

●Following up on complaints and requests in the college’s departments and units until the final action is taken and informing the applicant by reviewing, calling or emailing him.

●Receiving requests or inquiries via email and responding to them.

●Entering requests and complaints into the Citizens’ Government website affiliated with the General Secretariat of the Prime Minister.

●Following up on referrals received from the University President’s Office / Citizens’ Affairs Division and responding to them.

●Submitting a monthly electronic report on the requests completed by the unit to the University President’s Office / Citizens’ Affairs Division.

●Providing the University President’s Office / Citizens’ Affairs Division with monthly statistics on the work and activities of the unit.

Council Secretariat Unit

This unit is concerned with the following:

– The Council Secretariat Unit is responsible for sorting and coordinating the topics presented to the College Council in terms of formulation, recommendations and decisions.

– Collecting the minutes of the Scientific Departments Councils, Postgraduate Studies and Administrative Affairs, and then formulating the recommendations and decisions.

– Preparing the College Council agenda, printing the minutes and sending them to the university.

– Notifying the members of the College Council of the date of the session in order to complete the minutes

Higher Education Fund Unit

The Higher Education Fund and Evening Studies Unit was established by virtue of Law No. 122 of 1999, which authorized colleges, after the approval of the Ministry and the University, to establish an evening study in it. It regulates the financial and accounting procedures related to evening studies. The unit is independent and has a special account in one of the government banks. It follows the unified accounting system and is subject to the supervision and auditing of the Financial Control Bureau. The powers are vested in a special board of directors for the fund that meets at least once a month. The quorum is completed by the presence of the majority of the attending members. Decisions are taken by voting. When the votes are equal, the side with which the president voted, who is the dean of the college, prevails. The remaining members consist of the heads of the scientific departments and one of the dean’s assistants. The council has a rapporteur who is the director of the accounts division. He organizes the council’s minutes. Disbursement decisions are taken by the council and the fund’s accounts unit implements them. As for the unit’s revenues, they are from the evening studies allowance, the amount of which is determined by the ministry, and from the rental allowance for fixed, movable and immovable assets. The treasurer in the unit collects the amounts and deposits them in the fund’s account. The expenditure aspects are regulated by the above law and the instructions for establishing evening studies, including wages for workers, bonuses, parking, building maintenance, and fixed assets. All of these operations are within the work of the Higher Education and Evening Studies Fund Unit

The Legal Unit

The Legal Unit is considered one of the most important pillars on which any institution to which this unit belongs is based, as it is the guarantee through which work is guaranteed in accordance with the legal texts, controls, and instructions related to the work of institutions. This applies to the Legal Unit in the College of Political Science, which undertakes the following tasks:

– Carrying out all work related to legal affairs.

– Organizing student pledges and guarantees for undergraduate and graduate studies.

– Organizing student contracts and approving them for those on academic leave.

– Following up on lawsuits filed by others against the college in ordinary and administrative courts.

– Following up on lawsuits filed by the college against others in ordinary and administrative courts.

– Chairing and participating in investigative and auditing committees and fact-finding committees.

– Expressing a legal opinion on topics inquired about by all college formations.

– Participating in committees for the sale and rental of state funds.

– Participating in valuation committees.

– Auditing and approving contracts concluded by the college with contractors.

– Participating in student discipline committees

The Rehabilitation and Employment Unit

This unit works to raise the scientific and practical level of students and graduates by holding workshops and training courses that increase their skills, develop their personal capabilities, and raise their cognitive awareness of private sector companies in preparation for their integration into the labor market

Government Contracts Unit

The unit relies in implementing its work on the laws and instructions in force, including (Law No. 21 of 2013 on the Sale and Lease of State Property), (Instructions for the Implementation of Government Contracts and Their Controls), and (Instructions for the Implementation of the State’s General Budget), taking into account all other relevant instructions and controls in force. The unit also provides technical and legal advice to the Deanship of the College in the field of government contracts and prepares answers and responds to inquiries received from the supervisory and auditing authorities for contracts concluded by our college

Student activity unit

It is concerned with organizing all artistic and sports activities and is supervised by a number of physical education and art instructors and trainers. The college students participate in many sports activities, races, and art exhibitions at the level of the college’s internal activities and at the level of the University of Baghdad. They practice their sports hobbies on the college and university playgrounds, as the college contains a studio supervised by female instructors specializing in arts and drawing.

Missions and Cultural Relations Unit

The main objective of the Missions and Cultural Relations Unit is to improve the educational reality of the College of Political Science and thus raise the high level of quality and efficiency of the university and society and bridge the gap that separates it from the developed countries of the world through the tasks provided by this unit and follow up on cultural cooperation and regional and international organizations and training courses outside Iraq and follow up on participation in conferences, workshops, exhibitions, seminars and visiting professors outside Iraq. The unit is responsible for following up on the implementation of memoranda of understanding concluded between the university and its representatives from colleges, technical institutes, Arab and foreign universities, completing all the necessary requirements for concluding these memoranda, following up on the periodic activities of unions and organizations and their work plan and participating in them, exchanging scientific and technical expertise and skills, receiving letters from the Ministry of Higher Education and Scientific Research or other ministries related to conferences or seminars and circulating them to the scientific departments, divisions and administrative units that have the required specializations within the axes of the relevant conference or seminar or according to the directive, then receiving nominations and completing the necessary procedures for them and implementing them. Its mission is to follow up on the topics of fellowships, missions and study leaves outside Iraq and related matters. The unit is responsible for carrying out all the requirements of students on missions, fellowships and study leaves, facilitating their legal procedures and everything required to join the study, issuing their administrative orders and following up on them until they complete their studies

The Educational Guidance and Counseling Unit

The College of Political Science, University of Baghdad, like other colleges of the university, takes educational and psychological guidance and applies it in its educational units, serving its students since the establishment of this unit in the college, when it took on this task with the multiple responsibilities it carried, related to caring for the educational aspects of students, and its insistence on achieving guidance for its goals, and continued to follow up on its development and renewal, until it comes out in a good way, thanks to God and then thanks to the moral and material support from the college deanship, which realized the impact of this important matter in the student’s academic life and in his educational career, in order to take the hand of the college students in their various stages and morning and evening studies to safety, according to the guidance systems and its goals, and in line with the directives of university officials in this regard. First: – The concept: – Guidance is an organized professional work that aims to provide comprehensive care for the student in terms of educational, social and psychological aspects. Therefore, we paid attention to it and assigned it to a select group of faculty members in the college, from the members of the central and sub-guidance committee, and in accordance with the instructions of the presidency of the University of Baghdad.

Second: – The vision: – Our vision is that guidance, in its previous concept, contributes to the formation of a student who has a serious scientific personality capable of giving, and helps to qualify him to be a strong and valid building block in building society. It also helps the university achieve its mission and goals towards the student in particular and towards society in general.

Third: – The message: – Our guidance message works to provide an integrated educational environment of high quality that prepares distinguished students of science who are well qualified in their field of study and in all aspects of their lives

Fourth: – Objectives: – We work hard to ensure that academic guidance achieves the goals approved by the university, which serve the student’s interest, and are concerned with forming students capable of continuing their studies without stumbling, and serving their community competently through the positions they occupy after graduation, through the guidance programs provided to them, by allocating advisors for each scientific department.

The most important of these objectives are: –

●Helping students overcome the difficulties they face in the curricula in a manner that suits their abilities and which society needs more

●Guiding students who are struggling in their studies, and guiding them to ways to raise their academic level and help them overcome the obstacles they face.

●Contributing to preparing students who are about to graduate in a way that enables them to succeed in their practical and scientific lives for those who will continue their postgraduate studies.

●Working to strengthen relations between students and their Instructors, and between students with each other.

● Caring for outstanding students, so that they can continue to excel, and supporting those who are struggling, so that they can continue their studies.

●Urging students to adhere to good morals and noble values, and to be characterized by the qualities of a student of knowledge.

●Observing good behavioral phenomena to develop them, and bad behavioral phenomena to treat them and then eliminate them; so that they can proceed in their studies in a correct manner that achieves the goals for which they came.

●Urging students to integrate into society by involving them in various community service programs.

Fifth: – Counselor’s responsibilities: – In order for the college and university to achieve academic guidance in the university for its vision, mission, and goals mentioned above, each scientific department is asked to nominate two of the department’s instructors who are distinguished by scientific and practical experience, to undertake the guidance task through the following tasks:

Follow up on struggling students, study the reasons for stumbling in the scientific departments and prescribed curricula, especially when they are apparent, and seek to treat them.

Conduct individual interviews for cases that require an interview, research the case, suggest referring the matter to the competent authorities when necessary, and prepare the necessary reports on it.

Express an opinion in the appropriate report on the cases of students that the advisor sees, or that are referred by the Dean of the College or the Assistant Dean for Student Affairs or the Chairman of the Committee.

Participate in the work related to the operations of the Guidance Committee seminars and its activities throughout the year and in the manner determined by the Academic Guidance Committee.

With emphasis on the Central Guidance Committee in the College, which is headed by the Dean of the College, and is represented by the Assistant Dean for Student Affairs and the Chairman of the Direct Committee, and includes representatives of the scientific departments in its membership, holds a periodic meeting of the committee in which guidance matters are discussed, and a report is recorded on that and its recommendations are sent to the University Presidency.

The Deanship of the College supervises the activities of the Guidance Committee through the following tasks: –

Following up on brochures, bulletins and guidance announcements with the responsible party in the committee.

Continuous coordination and follow-up with the Academic Guidance Committee in the Deanship of the College, and ensuring attendance at the periodic meetings of the Guidance Council in the University Presidency and the Center of Educational and Psychological Research at the University of Baghdad as the party concerned with the activities of the committee

Ibn Sina E-Learning Unit

To keep pace with scientific-electronic progress, the Ibn Sina E-Learning Unit was established in the colleges and centers of the University of Baghdad. It is a unit linked to the Ibn Sina E-Learning Center at the university.

The unit works to encourage e-learning through training and development in order to raise the scientific level of students, as well as improve and develop the educational process in the college using tools supported by modern technology, especially computers and information technology.

The unit has a number of goals that it works to achieve, including:

– Providing e-learning for students and professors in the college.

– Enabling faculty members to develop and participate in re-using or using learning resources.

– Optimal use of e-learning tools to contribute to solving specific problems and meeting the needs of the college.

E-learning has a number of advantages, including:

– Overcoming time and place restrictions in the educational process

– Expanding admission opportunities in higher education, overcoming obstacles of limited space, and enabling higher education institutions to achieve the optimal distribution of their resources.

– Taking into account individual differences among learners and enabling them to complete learning processes in environments that are appropriate for them.

– Providing learners with the opportunity to interact immediately electronically with each other on the one hand, and with the instructor on the other hand.

– Spreading the culture of self-learning and training in the community, which enables the improvement and development of learners’ and trainees’ capabilities at the lowest cost and with the least effort.

– Ease of access to the teacher even outside official working hours.

– Using more accurate and diverse methods in evaluating learners’ performance.

– Providing a huge and renewable balance of scientific content and tests.

Arabic Language Integrity Unit:

Arabic language integrity means that words are free from spelling, grammatical, inflectional and rhetorical errors that may occur, and that words are in their correct and sound form, far from any harm that may distort their language.
The goal of the Arabic Language Integrity Unit is to:
– Empower the administrative staff linguistically.
– Support the Arabic language to be the official (correct) and sound language in all official speeches.
– Offer seminars and workshops aimed at increasing cultural awareness of the importance of the Arabic language.
– Provide scientific specializations with a linguistic knowledge balance.
– Open horizons for cooperation with local and international linguistic institutions.
– Proofread linguistic books within the university.
– Seek to develop educational curricula in the Arabic language.
– Seek to create a balanced reality between the colloquial language and the classical language.
– Endear the classical language to the souls of Arabic speakers.

Government Program Unit

It is linked in terms of scientific structure to the Assistant Dean for Scientific and Students Affairs in the College and the Department of Scientific Affairs at the University of Baghdad. It is one of the newly established units that works on documenting and archiving the scientific and academic activities of Instructors and researchers in the scientific departments in addition to the activities of the departments and administrative units on a monthly basis and submitting them electronically to the university, in addition to proposing scientific activities that contribute to enhancing the vision, goals, and strategy of the government program of the Ministry of Higher Education and Scientific Research specified in the government program approved by the Council of Ministers

Women's Affairs Unit

Women’s Affairs means that women should be a major player in achieving sustainable development in a country that guarantees all their constitutional rights, makes them capable of dealing with challenges, enhances their role in all fields, achieves full protection for them, and guarantees them – without any discrimination – economic, social, and political opportunities that enable them to enhance their capabilities to raise the status of the country.
The main goal of women’s empowerment?
Women’s empowerment helps enhance their status through literacy, education, training and awareness-raising. In addition, women’s empowerment refers to women’s ability to make strategic choices in life of which they were previously deprived.
Women’s empowerment includes five components: women’s sense of self-worth; their right to obtain and determine choices; their right to access opportunities and resources; their right to be able to control their lives, whether inside or outside their home; and their ability to influence the direction of social development.
Women’s Empowerment Principles
Principle One: Establishing high-level leadership in companies to achieve gender equality.
Principle Two: Treating all women and men fairly at work – respecting and supporting human rights and non-discrimination.
