The College of Political Science at the University of Baghdad discussed the master’s thesis entitled “The powers granted to local administrative groups and bodies in France”..

The thesis addressed that the local administrative groups and bodies in France as one of the most prominent components of the French political and administrative system, as the state’s territory is divided into geographical units that enjoy legal personality and financial and administrative independence and include a specific population group that elects someone to manage its local affairs in the form of an elected council. For these considerations, their names have varied, so it was called Regional decentralization in relation to the geographical region on which it is based…and it was called local administration to distinguish it from central administration. They are also called elected local councils because they are elected from their representative body by the population. Aaccording to Article 72 of the amended French Constitution of 1958, French local administrative groups include (municipalities, provinces and regions), as these groups reflect the philosophy of democracy and decentralization that characterizes the French system and which aims to provide Basic services for the population at the local level, achieving democracy, promoting local development, and enabling citizens to participate in decision-making at the local level.
It can be said that France is witnessing a complex administrative system that includes the distribution of powers among local administrative groups and the central government. The French Constitution of 1958 is the legal framework that defines the powers of these groups and regulates their relations with the central government. If local groups possess administrative bodies and specific powers that enable them to manage their local affairs, they enjoy a certain degree of independence in regulating these affairs and making decisions at the local level. the central government exercises a supervisory role over these groups, to ensure their implementation of national policies and their compliance with national laws and regulations.
