The College of Political Science at the University of Baghdad discussed the Master’s thesis titled “The Impact of the French Centralized System on Local Development for the period from 2000-2020” by student “Hunah Samad Mohammed Ameen.”
This thesis is mentioned that centralization, in its various forms, is one of the governance models adopted by countries in their approach to systems and contexts, whether administrative or political. Despite the many differences and the pros and cons of both the centralized and decentralized systems, the centralized system is generally considered more common and older. Different countries and empires throughout history have been able to establish their administrative authority and control over their borders. Despite the advancements in governance and the need for updating political and administrative tools, there has been a growing need to transition to a decentralized system that focuses on the distribution of administrative functions and powers. Centralization, in one of its definitions, refers to the concentration of decision-making authority in a single main authority, which has the sole power to make decisions in all administrative functions through its representatives. It has also been defined as the consolidation of powers in the hands of a single entity or individual, or a specific number of managers.
