The College of Political Science at Baghdad University discussed the master’s thesis “The experience of the districts councils in Baghdad after 2005” by the student “Safaa Shihab Ahmed Abdullah”. The thesis clarified that the change in the political system in Iraq after 2003 included the administrative system in Iraq; Iraq as a country tended to adopt the system of administrative decentralization in accordance with the effective 2005 constitution. After 2003, the Iraqi legislator adopted the decentralization system in the administration of local governments within the adoption of the administrative decentralization mechanism beginning with the law of the Iraqi state administration in 2004 and then the 2005 constitution. This method was crowned by the law of governorates, districts, and districts not confined in a in region No. (21) of 2008 and its amendments. The local government and its heads have given broad powers and specialisations to manage the affairs of their local units financially and administratively in accordance with the principle of administrative decentralization. There are still legal amendments that guarantee the districts aspects of their independence and limit the interference of political parties in the work of local governments, especially with regard to choosing the head of the administrative unit, security leaders, the financial side, and others as well as addressing the problems facing the work of the provincial councils, districts, and suburbs, as all of this creates a conflict between the federal central government and the local government and the impact of this on the performance of local governments, which requires the provision of legal, legislative, and illegal methods represented by local culture and development, and comparing the experience of districts councils in developed countries with the need of the local community to participate in correcting the course of the experience of districts councils.
At the end of the viva, the researcher is granted a master’s degree with a “very good” appreciation, wishing all students success in their scientific and practical lives.
