The College of Political Science at the University of Baghdad discussed a master’s thesis entitled: \u201cPreventive Diplomacy within the Framework of the United Nations and its Role in Resolving International Conflicts after 2003: Central Asia as a Case Study,\u201d on Tuesday, August 11, 2026. The thesis was presented by the master’s student Shukur Mohammad Shukur at 9:00 AM in the Dr. Jihad Al-Hassani Hall.<\/span><\/strong><\/p>\n

The thesis, which consisted of three chapters, addressed the importance of preventive diplomacy as a fundamental tool adopted by the United Nations to prevent the outbreak of international conflicts and limit their escalation, particularly in the post-2003 era, which witnessed significant international and regional transformations that posed new challenges to the international organization in maintaining international peace and security. The study used Central Asia as a case study because of preventive diplomacy mechanisms clearly addressed conflicts and tensions and promoted dialogue among the region’s countries, especially through the United Nations Regional Centre for Preventive Diplomacy in Central Asia, established in 2007.<\/span><\/strong><\/p>\n

The first chapter addressed the study’s theoretical and conceptual foundations, reviewing the concept of diplomacy, its development, and its types. It then explained preventive diplomacy, its origins, and its main mechanisms, including early warning, mediation, good offices, and confidence-building. It addressed international conflicts and the United Nations’ role in managing and resolving them, providing the study’s theoretical framework.<\/span><\/strong><\/p>\n

The second chapter focused on international efforts adopted to resolve conflicts within the United Nations framework after 2003. It analyzed the organization’s role in employing preventive diplomacy, examined the international and regional variables affecting conflicts, and explored the United Nations’ mechanisms for preventing and containing them. Finally, it addressed the most prominent challenges facing the international organization and the opportunities available to enhance the effectiveness of preventive diplomacy.<\/span><\/strong><\/p>\n

The third chapter addressed the future role of preventive diplomacy in resolving international conflicts, using Central Asia as a case study. It examined the region’s importance and the international and regional competition surrounding it, analyzed the role of the United Nations Regional Centre for Preventive Diplomacy in promoting stability and preventing conflicts, and concluded by outlining three scenarios for the future of preventive diplomacy: continuation of current performance, decline in performance, and development of performance. The chapter also discussed the implications of each scenario for international peace and security.<\/span><\/strong><\/p>\n

The examining committee consisted of:<\/span><\/strong><\/p>\n

At the conclusion of the examination, and after listening to the committee’s comments and discussing the thesis with the student, the committee decided to accept the thesis and award the student a Master’s degree with a grade of “Very Good.”<\/span><\/strong><\/p>\n
