The Government Program Unit at the College of Political Science, University of Baghdad, organized on Thursday, October 23, 2025, a scientific symposium entitled \u201cPublic Policy-Making between Democracy and Consociationalism.\u201d The event was held at Dr. Jihad Al-Hassani Hall, attended by the Dean of the College, Assist. Prof. Dr. Adel Abdul-Hamza Albdeewy, the Assistant Dean for Scientific Affairs, Assist. Prof. Dr. Ahmed Adnan Al-Miyali, along with a number of faculty members, staff, and students.<\/strong><\/span><\/p>\n

The symposium was moderated by Lecturer Fatima Ridha Atiya, and featured contributions from Lect. Dr. Israa Taha Jazzaa, Assist. Lect. Doaa Hussein Ali, Lect. Dr. Shujaa Mahmoud Khalaf, Assist. Lect. Rafal Lateef Jawad, and Assist. Lect. Rand Louay Abdulhadi, who presented research papers addressing the constitutional and legal framework of consociationalism in Iraq, the impact of internal and external factors on decision-making, and the role of political elites. The discussions also reviewed the challenges facing public policies and the prospects for reform in line with the requirements of democratic legitimacy.<\/strong><\/span><\/p>\n

The symposium emphasized the importance of promoting the values of citizenship and consolidating a cooperative policymaking process that contributes to building strong institutions and achieving political stability, in accordance with the Sustainable Development Goals\u2014particularly Goal 16 (Peace, Justice, and Strong Institutions)\u2014as well as the specific objective of the University of Baghdad related to risk monitoring and crisis management.<\/strong><\/span><\/p>\n

The symposium concluded with a set of recommendations calling for the effective implementation of laws and the enhancement of public policymaking efficiency to strengthen state capacity and consolidate a secure and stable political environment.<\/strong><\/span><\/p>\n
