The College of Political Science at the University of Baghdad discussed the master\u2019s thesis entitled \u201cThe impact of applying administrative centralization and decentralization on the performance of the Iraqi Ministry of Education after 2003.\u201d<\/span><\/strong>

\nThe message clarified a number of concepts in which there is confusion and overlap among the general public, and among these concepts are decentralization and its impact on the state and the political system and how to manage government institutions according to this context and as a result of the trend of most modern and developed countries in the world that abandoned centralization and turned to the decentralized system, and state administration. Internally by local units, as the central system enjoys broad authority and absolute powers enjoyed by the center of the state and the capital at the expense of local administrations and governorates, as a small part of these powers is delegated to the governorates without any action by these units without the knowledge of the ministry, and modern systems have become There is fear of centralized authoritarian systems because they generate dictatorships that may monopolize power over long periods and inflict oppression and injustice on their people. The forms of these systems are monarchies and countries that have one ruling party and so on. Usually these absolute systems succeed in simple countries with one diversity. If we want to clarify Decentralization and its impact on political systems is considered one of the modern and successful methods of state administration. Mostly, decentralization is applied to large and complex countries that have a wide geography and a large population, as this method reduces the burden on the center and contributes to distributing powers and authorities to sub-administrations as they are closest to the population and best known for their needs in A way to provide services and respond quickly to social issues that concern local areas. Our example of this is this study, which explains the mechanism of work of the Ministry of Education and the way to manage its files and cadres in accordance with the shift to modern decentralization that occurred after the political change in Iraq in 2003.<\/span><\/strong>
